II.  General Policy (please note that these must be met):
 
A.  Each applying school within a district must submit a separate application which is written/reviewed by both the Principal and the Superintendent/Chief Education Officer.
B.  No more than two schools will be selected per school district.
C.  One-way bus travel time can be no more than 60 minutes.  Arrival time at and departure time from Starbase must permit 5 hours of daily instructional time.
D.  In addition to the teacher of record, the school must send at least one additional responsible chaperone for each daily visit to Starbase.
E.  The teacher attending Starbase from each school is responsible for the behavior and discipline of the students in their class.

Scoring is based on sum of “Basic” and “Below Basic” scores for math and reading. Once schools have been ranked by this score, a point or fraction of 1 point would be determined by their rank. E.g. a rank of 3rd highest total) of 25 applicants would be 25-(3rd-1)/25=23/25 or a score of 0.91. The school with the highest total percentage of “basic” and “below basic” will be ranked 1st and given a score of 25/25 or 1 point. Other applicants will be fraction of 1.
